Belvedere citizen of year is ex-mayor with passion for service

Belvedere residents and former councilmembers James Campbell and Steve Block were named the respective 2023 Citizen of the Year and Citizen of the Year Emeritus. (Amelia Plumb / For The Ark)

Volunteering is a way of life for James Campbell. In the two decades or so he’s lived in Belvedere, his civic service has spanned local boards, including two turns as mayor on the City Council, beautification and cleanup efforts, organizing the local annual photo contest and more.

For his consistent dedication to the city, Campbell has been named Belvedere’s 2023 Citizen of the Year. He’ll be honored beside his good friend Steve Block, who was named Citizen of the Year Emeritus, at the city’s annual town meeting, tentatively set for mid-February.

Campbell and Block were chosen by the Citizen of the Year Committee, which is composed of former winners of the award.
