State commission clears official in ethics complaint


The California Fair Political Practices Commission has dismissed an ethics complaint against Tiburon Planning Commissioner Kathleen Defever, who was accused by her neighbor of trying to use her position to shut down the neighbor’s plans to build a parking pad. Patricia Skipper of Sugarloaf Drive, a real-estate agent, filed the complaint Aug. 17 — a day after the Tiburon Design Review Board sent Skipper and husband Mike Sillman back to the drawing board for a second time on their plans to build a new two-car parking deck and below-street storage structure. The board said the proposal was too big and too close to the side yard — less than 4 feet, where 15 feet is required.
