After two decades of public service spanning Belvedere’s Planning Commission and City Council, Nancy Kemnitzer has been named the city’s 2025 Citizen of the Year, while a volunteer who has quietly led a food program helping hundreds of people each week earned the Citizen Emeritus honor.

Kemnitzer and Pam Martori, who has directed the Meal Bag Project at St. Stephen’s Episcopal Church since 2020, were chosen by the Citizen of the Year Committee and approved by the City Council at its Dec. 8 meeting.

The city will celebrate both honorees at its annual town-hall-style meeting in late January. Full profiles will appear in The Ark ahead of the meeting.
