Strawberry Rec rejects grand jury consolidation push

The Strawberry Recreation District has rejected the core findings and most recommendations of a Marin civil grand jury report that urges the county’s more than 50 special districts to explore consolidation, arguing its role as a fee-supported recreation agency sets it apart from the essential-service providers the report targets.

The grand jury’s “Better Service at Lower Cost” report, released June 11, urges special districts to consolidate to increase efficiency and save taxpayer money. Districts must respond by Sept. 11. Strawberry’s board approved its response in a 4-0 vote July 14, with board member Sarah Waterfield absent.

Most of the report targets the county’s taxpayer-funded utility, infrastructure, emergency response and public safety services, calling for “deliberate, structured optimization.” Strawberry Recreation District says it is a special case. It funds most of its costs through user fees, not taxes, and its facilities and classes are open to the entire public, not just district residents.
