Belvedere-Tiburon Library budget boosts programs while projecting modest surplus

The Belvedere-Tiburon Library plans to boost spending on programming for adults, children and teens next fiscal year while giving staff a nearly 4% cost-of-living raise under a $3.78 million draft budget that all but breaks even.

The library agency board of trustees reviewed the draft budget at its May 18 meeting. The board will vote to formally adopt the fiscal 2026-2027 spending plan at its June 15 meeting, and the new fiscal year begins July 1.

The budget projects $3.92 million in revenue, $122,300 of which will go toward bond-debt service, leaving $3.8 million in operating revenue against $3.78 million in expenditures, a $16,001 surplus. Library Director Crystal Duran called it an “almost status quo” year.

Cash balances by the end of the current 2025-2026 fiscal year are projected at $2.68 million, and library agency policy requires 20% of annual operating expenditures to be set aside for an operating reserve. Fiscal 2027’s target for that reserve is about $757,000.
