A five-story, 150,655-square-foot senior-care facility proposed for a vacant Strawberry hillside off North Knoll Road is advancing through Marin County’s approval process despite vocal opposition from neighbors who say the development doesn’t fit their semi-rural neighborhood.

The developers, brothers Ali Shabahangi and Amir Kia of San Anselmo-based Spirit Living Group, submitted the latest revision to their application Oct. 6, proposing 106 total units, with 71 independent-living apartments and 35 assisted-living and memory-care suites. The building would occupy 3.7 acres of the 6.6-acre site at 70 N. Knoll Road, with the remaining acreage to be preserved as open space.

The county now has until Nov. 6 to deem the application complete or incomplete under the ministerial-review process, or streamlined approval in which local governments must approve projects that meet objective standards without discretionary hearings.
