Point Chauncey, off Tiburon, has had no tide gauge since 1993. We take NOAA's predicted high tide there and add how far water has been running above or below predictions at the Richmond and San Francisco gauges over the last two days, weighted toward Richmond, the closer gauge. When the past week's readings are rising, we carry that trend forward a little; when the National Weather Service forecasts a surge, we use its number for that day. A high tide flagged at about 7 feet or more, near the lowest level at which Tiburon Boulevard at Beach Road has flooded on record, is when Greenwood Cove Drive, Cove Road at Cove Place in Belvedere, Strawberry Circle and other low spots could flood. It's an estimate, not an official forecast, and it can't see wind piling water into Richardson Bay or waves.
