Sanitary District No. 5 rejects grand jury push to consolidate

Belvedere and southern Tiburon’s sewer agency has told the Marin civil grand jury it sees no need to consolidate, saying its treatment plant has no room for more customers.

The grand jury, a panel of 19 county residents impaneled each year by the Superior Court to write government oversight reports, required responses from 34 governing bodies, 31 of them special districts. Its June 11 report, “Better Service at Lower Cost,” argued that Marin’s special districts should collaborate more aggressively and, where feasible, consolidate.

Sanitary District No. 5 of Marin County adopted its legally required response Aug. 20. The district said it has already consolidated, annexing Belvedere’s collection system in 2005 and Seafirth Estates in 2009. It also said the grand jury’s claims lack evidence that the district is inefficient.

Tony Rubio, the district manager, said in an interview the district is focused on its current customers and cannot take on more.
