Town Council grants final extension for stalled home project

A Tiburon resident who says two rainy seasons stalled construction on her home has been granted a fifth and final extension to finish building.

 

A split Town Council voted 3-2 at its June 17 meeting to approve the extension for 4916 Ranch Road owner Jacqui Bos while also requiring her to pay a fee of $87,935, five times the original permit fee. But she can recoup part of it by finishing before the new deadline of Jan. 3, 2027.

 

Vice Mayor Isaac Nikfar and Councilmember Holli Thier cast the dissenting votes after they disagreed with their colleagues on how to structure the refund. Thier wanted the entire fee refunded if Bos completes the work within six months, while Nikfar backed Bos’ proposal to recoup half. The majority instead tied the refund to her completion date, returning more of the fee the sooner she finishes.

 

Either way, the fifth extension is the last one allowed under town law, meaning that if Bos fails to meet the January deadline, she will need to reapply for another building permit. The code also lets the council impose conditions, such as requiring a qualified contractor or construction manager, but it chose not to. Bos told the council she had replaced her construction crew and added a second foreman to speed completion.
